Are you most likely trying to format the system hard drive?

 If so, then under Windows you will not be able to format drive C.

Alternatively, you could find a utility for hard drives (manufacturer's program or a third-party) for DOS and format the drive in this way. 

You will need to write the program to a USB flash drive, boot from it and start formatting. 

Guidance on the use and creation of a bootable USB flash drive is usually available on official websites.

As an alternative, you could connect the hard drive to another computer as an additional one, and format it there.

Remember to copy the data you need before formatting.

Take the Windows installer format and that's it. 

Or create a bootable USB flash drive using Acronis Format.
